Google
Google
Google
Android
Google

"Android is and has been the operating system that gives everyone the freedom to install any apps they want. The action of adding in a developer verification is simply redundant, anyone who goes out of the Google Play store to sideload knows its risks and why they are doing it. "I am concerned for my privacy with this change. I chose Android under the impression that I can customize my device in ways that can help me protect my online privacy. That's something that can't be said for Apple. The decision to change Android to a closed system is going to hurt people like me who care about online privacy. Google, You're not helping your customer base by doing this. Only making them more likely to switch to iphones or flip phones. This is not the Android I've always known, It's another platform falling into the proprietary capitalism that a significant amount of the android customer base has been trying to steer away from since the early days of smartphones. "Android has always been about freedom. I've always loved side loading an app made by a line developer to complete a niche task/feature. My music player and compass app were side loaded from F Droid and I think it's super cool to be able to install custom versions of stock phone apps. I've side loaded a modded version of my camera app that brought Google Pixel's photosphere to my phone. How else would I have been able to do this without side loading?? There's no reason Android has to go this direction, it may just as well be called mock iOS if all the reasons I chose Android are taken away. May customization, freedom of how I use my phone, and innovation reign once again in the heart of Google's Android! "

"I have payed and continue to pay for an android device. The right to upload whatever app I please on my own device should be maintained. By extension, developers shouldn't have to give money, personal identifying information, and private sign in keys to google. Nor should developers be subjected to google's constant scrutinized spying and biases through : - Being forced to agree to google's terms and conditions. - Alongside extorting app identifiers for the entirety of an app's life span. Taking away and inhibiting both the ability to do what I want with my own device and the ability of developers to share their creations with others is wrong. What google is proposing is anti-consumer and against the values of freedom. "

"This policy shift is concerning for developers. Android has always stood out because of its openness — the freedom to build and distribute apps without excessive barriers. Requiring mandatory verification and charging fees adds friction that especially impacts independent and small developers. I understand the intention may be to reduce piracy, malware, or improve security. However, raising entry barriers risks weakening the very ecosystem that made Android strong in the first place. Innovation depends on accessibility and low compliance costs. Also, Google Play Store has been historically ineffective regarding security issues on their own marketplace. Restrictive distribution policies can also create unintended consequences. When official channels become too restrictive or expensive, users may turn to unofficial modifications like rooting or other system-level workarounds. That does not improve security — it may actually increase fragmentation and vulnerability. Even Microsoft never needed to impose this level of control on Windows to remain competitive. Decisions like this could accelerate the growth of alternative Linux-based operating systems and, over time, undermine Android’s dominance in the global market. "
João, change.org

"Android began as the open-source, mod-friendly underdog in the cell phone market years ago. I watched it as it grew into a thriving scene where we could brag to our Apple-loyal friends about the freedom we had in our platform, the platform we bolstered up and supported and went against the culture at the time to get behind. Over time, it's become less and less free and open; locking bootloaders, denying permission to access all of the storage we pay for on our devices, penalizing power users who root their phones by disabling basic functionality, and now that their Play Store monopoly has been called out for what it is Google, so desperately in need of more money than they earn from collecting and selling all of our private data to finance their AI ambitions, which are trained on all of our data in the first place, is locking down the user's ability to control how they can utilize the device they own even further, just so they can have a say (and a fee collected) in every application that others produce for what used to be a truly open-source platform. It's disgusting how for ensh*tification has gone. These are Our devices. We pay for them. They are ours to have to replace, to finance, to insure, to charge, and to use. You should have a say in literally every single aspect of how they're used, and exploiting small developers under the guise of "security" is just pathetic. "

"Google is heading down a dangerous path by trying to block or restrict APK installations from unofficial sources. This is a direct attack on one of the core reasons people chose Android in the first place: freedom. Android was supposed to be the alternative to locked-down ecosystems, not a copy of them. Let’s be honest about what this looks like. This is the same model used by Apple Inc. with iOS, where users are forced into a single app store, developers are squeezed by high fees, and anything outside that system is treated as suspicious or outright blocked. Android was never supposed to be that. Copying the worst parts of iOS defeats the entire purpose of Android existing at all. Sideloading APKs is not some fringe feature for hackers. It is essential for developers, for users in regions with limited access to official stores, and for anyone who values control over their own device. Taking that away is not about safety, it is about control. It is about deciding what users are allowed to install and where developers are allowed to distribute their work. Yes, security matters. But using “security” as an excuse to lock down the platform is lazy and dishonest. Users can handle informed choices. Warnings, permissions, and transparency already exist. Removing freedom entirely is not protection, it is restriction. If Google continues down this road, Android will lose what made it different and valuable. At that point, it becomes just another closed system pretending to be open. And if users are going to be treated like they have no control over their own devices, then there is no real difference left. People are not asking for less security. They are demanding the right to choose. And that right should not be taken away. "

"Google should not be able to say what apps we can and can’t download; we are adults and until its illegal for a good and vaild point; i should be allowed to youse the phone i paid for with hard earned money they way I want: the freedom that comes with growing up. I use a lot of niche software/apps and can only do it on android due to its openess. Please stop with this eshitifcation of products and services; eventually will stop buying. We buy products that benefit us; once that stops we will stop buying them; and companies need our money so please actually listen to consumer base that gives you the money you desire. What made me choose Android over iOS is the openness of it. By doing this you are killing what make android great, the fact that everyone can make an app and load it on his phone. You don't have iOS fan base. We will go elsewhere. "
kea, change.org
"Google's September 2026 "Developer Verification" mandate is not a security policy. It is a monopoly play wearing security as a costume. Starting September 2026, every Android developer -- including those who have never used the Play Store -- must register with Google, submit government ID, pay fees, and agree to Google's terms just to distribute an APK. In 2027 this goes global. No registration, no distribution. Period. F-Droid is already banned from the Play Store under Google's own Developer Distribution Agreement. Now Google is closing the only door F-Droid had left. Anonymous FOSS contributors cannot and will not hand Google their home addresses. The project dies. Thousands of privacy tools, accessibility apps, whistleblower utilities, and open source projects built by volunteers with no commercial interest go dark with it. The security argument is a fraud. Android already has Play Protect. Google's own Play Store hosted over a billion malicious app downloads in 2025 alone. Identity registration does not stop malware. It stops competition. What this actually does is give Google indirect control over every app on every Android device on earth, regardless of where it was distributed. You must register with Google. You must agree to Google's terms. You must pay Google. Or your software does not exist on Android. That is not an open platform. That is a toll booth on the entire software ecosystem, built by a company that was handed dominance by the very open ecosystem it is now dismantling. Sign this because the phone in your pocket should not require Google's permission to run software you choose to install on hardware you own. "

"Google's claim is that this is for trust and security, but this is a move to gain profit from and power over its users, nothing more and most certainly nothing less. I am not willing to give Google the decision as to what kind of app or what kind of information is and is not allowed to exist on *my* personal device, and I do not want to live in a world where tens if not hundreds of millions have their entire worldview curated by Google. "Android's open-source roots NEED to be worth fighting for. When Google released Android under the Apache License in 2007, it was a revolutionary move which allowed manufacturers, developers, and tinkerers worldwide to build on top of it freely. That openness is literally WHY Android became the dominant mobile OS, powering over 70% of the world's smartphones today. The ability to side-load APKs (install apps outside the Play Store) has been a cornerstone of that openness. It's what allows: • Independent developers to distribute apps without paying Google's 30% cut. • Users in regions where the Play Store is restricted to still access software. • Open-source app stores like F-Droid to thrive. • Researchers and security professionals to test and audit applications. • Enthusiast communities to keep older devices alive with custom ROMs which ALSO REDUCES GLOBAL E-WASTE. Compare this to iOS, where Apple has historically locked down side-loading entirely and ask yourself this important question, do we want Android to go down that same path? Restricting APK usage doesn't make users safer it just consolidates Google's control over what software you're allowed to run on hardware YOU purchased & own. The history of computing shows us that open platforms drive innovation, closed ones drive profits for gatekeepers. Android was built on the iconic Linux platform, a global community project. Let's not let that legacy be quietly dismantled in the name of "security". Android was built to be OPEN and its name says it all, ANDROID OPEN SOURCE PROJECT. "
Peter, change.org
"APKs are the lifeblood of Android's open ecosystem. They let developers distribute apps outside the Play Store, free from Google's 30% cut and arbitrary takedown policies. They give users in underserved regions access to apps unavailable in their country's store. They power the emulation community, open-source projects, and beta testers who help improve software before it reaches the masses. When Google restricts APK usage through warnings, permission walls, or outright blocks, it quietly dismantles the very openness that made Android worth choosing over iOS in the first place. It punishes legitimate users for the sins of bad actors, while determined bad actors find workarounds anyway. "

"Android is built on the Linux kernel and owes much of its foundation to the GNU/Linux ecosystem. The spirit of that ecosystem is openness, transparency, and user freedom. Limiting APK installation beyond reasonable security safeguards risks turning Android into a controlled ecosystem rather than an open platform. Security improvements are important, but they should not come at the cost of developer independence, open-source distribution, and user freedom to install software responsibly. Instead of restricting APK usage, a better approach would be improving user education, providing clearer and more transparent warnings, and offering optional security layers that protect users without limiting their freedom. "Android is the Beacon of Freedom and Open market for many developers to create, test and use their software. Requiring Licensing and restricting this Freedom goes against the very Core of what Android stands for and was built for. It is UNACCEPTABLE for users not to be able to download whatever they want, regardless of Licensing or Approval. If Google closes this door, it will Forever Damage Android and Many users and developers like Myself will leave. There is no longer any reason to remain on Android if this happens. MY hope is that there is enough Sanity left to keep this door Open and fight to protect the Freedom of Android. Those who would give up their Freedom for Security, deserve Neither "

"I have advocated for Android since I first got one, as well as developed for them for the past few years. This is regressive, and in the event that it passes I will immediately drop any projects involving android and attempt to find a new open OS for my phone as soon as humanly possible. "

"I resent Google trying to invade, record and control more and more of my life. My enthusiasm for tech has really fallen off a cliff over the past 10 years and it just continues to fall. I've continued to move more of my activities to a self-hosted environment to preserve my sanity, information and preferences as mainstream services continue to change for the worse. "

"I've been using APKs ever since I got my first phone, and now, it's an indispensable part of my life. Things I downloaded, games that I played that would be lost to time because the very people who made them forgot about them, things I watched, all those experiences... How can one take it away from us? We want our freedom. So what if we may be downloading viruses and having our data stolen? It's our choice, and it's nothing to be worried about by other people. And in my experience, there aren't as many viruses in the internet as people think. I know that I never got one. If APKs are gone, my main sources of entertainment — the things that kept me alive all this time by brightening up my days — they will be gone too. So, this cannot happen. This can't go on. I need my APKs. And I will not stop fighting for their existence, because they are a valuable part of my existence. - The Meteor "

"The market benefits when there are choices. The choice to lock down Android is the wrong one. When I buy an android phone I buy the right to have control over the system and what happens in that system. Locking down Android phones is anti consumer. "

"It's been sad to see the steady decline the OS has experienced with increasingly restrictive updates implemented by Google. But this is the final straw. This update effectively forces all users to only install apps through the play store AND can shut down FOSS Android forks like Lineage, GrapheneOS, etc. So many people (including myself) rely on the amazing work the FOSS community does in the Android space. This update will force you to install the apps Google wants you to install, stop receiving OS updates when Google says so, require all Android developers to hand over their ID to Google, etc. Given Google's track record, I wouldn't trust them with all of that. :) "

"APKs are extremely useful for downloading as a learning app developer in highschool. If you ban this, I will not have phone to use as a sandbox and resort to virtual systems to do my development on as a unverified user You are SIGNIFICANTLY reducing the amount of people who will buy your products, and I guarantee, I, as well as many other android users will be switching to Apple as a result. This is on of the ONLY reasons for us to purchase your devices and use your OS. Do not kill your golden goose "

"Open source has always been foundational to everything Google and Android have accomplished. But locking off local installation will hurt open source development on the Android platform. I personally have apps I won't be able to use anymore. Please don't do this to us, we don't want to have to change platforms yet again. "

"I've been an Android user for ever since i was 12, im about to be 30 now and i have never looked back, this is do to one main reason, freedom of choice. I always liked that i can install games and apps directly from developers most of the times. Is one of those things that set Android apart from iOS. Im not as tech savvy as some of my peers, but i do often show off the things i can do on my Android device that family and friends cant do on their iOS, so far i have been able to convince people to switch to Android and they have been enjoying the switch. I feel like iOS is finally catching up to Android in terms of customization features that Android has had for years now, but this decision to limit where i can get apps from would make the system just like iOS. I already quit from newer Samsung Galaxy devices since they got rid of features i still utilize to this day like the Headphone jack and Expandable storage. Today i use a Sony Xperia 1 V, which features both. I even did this personal experiment last year where i got an iPhone for 3 months to truly experience "the other side" and apart from getting use to the new User Interface (UI) the thought i kept having for those 3 months was "i cant get that one app im used to" or "i wish i could get this specific app, but is not on the App Store". When i finally got back to an Android phone the difference felt big, not only was i back to an UI i was so used to, i also didn't feel restricted from my choices in what apps i wanted to install. All and all, this decision to restrict Android users from where we can get our apps, is just another thing that i think will not longer set them apart from an iOS device, and there will be less reasons to choose an phone over the other, making them unexciting and eventually just all blend together. "

"This is absurd and down right offensive that Google ever thought the thought that contradicts the core ideals for the Android OS! An android device that's no longer open might as well be Apple 2.0. In saying that, it will turn away not only the tech savy users in completion by 100% of them looking for another OS but in turn having the user who wants to express themselves in their Android device... If we wanted a closed source environment we'd conform with the rest of the world who knows nothing else but how to have the "hive mind" think for them and buy an apple. They do it, have done it and will continue to do it the best. Which, tbh, is ok!! Let them have their space in that of the most boring OS, app store, etc... If Google follows suit and actually closes up Android, clearly it will not kill the giant that Google purchased but it will turn away hundreds of millions of users to that "boring side" as in comparison, it makes NO SENSE for one to keep an Android over an iPhone when iPhone already has side loading and other exploitations to help us at the very least feel like we have some sort of control while going with the leading IP of closed OSs.... Android and closed should never be in the same sentence and I can guarantee when it happens Google will see lows they've never experienced in recent years nor could have predicted. However if the corporate overlords didn't think a backlash would occur when Google, likely the most predatory tech company in terms of their business practices who already enables the largest black market empire in that of call centers and scammers across the world to operate by selling our data to them and pushing their ads to the top of its results for the right amount of money. Who tf you think is gonna want to use a phone backed by said company when it's closing it's OS and changing it's TOS to basically "we can see and use everything on your screen for whatever purposes we please?? Literally the largest data broker in THE UNIVERSE???? YEA RIGHT, WE'RE NOT FOOL GOOGLE, WE'RE THE PHONE USERS WHO ACTUALLY KNOW HOW TO THINK FOR OURSELVES, Y'ALL FORGET THIS POINT?? "

"Sideloading? I call it installing! We own these phones, not you! The reason we buy Android is not simply the 'AI Features', but because it isn't as dystopian as iOS. Android has been about giving the user the choice on what apps they personally want, and to customize what they prefer. Google has been slowly taking it away from us, and they can't do this anymore! This is the final straw! "
William, change.org
"Google, this would absolutely destroy android. Seriously, one of the only reasons people get Androids over iPhones (aside from them being cheaper) is that they can sideboard apps from the factory. Limiting that would be a huge blow to the Android market. "

"The last thing differentiating Android from iOS was the freedom to be different, to be a power user, to truly own the very device you hold in your hand. Taking that away not only strips Android of its identity, it makes it just like iOS: locked down, useless, and incapable of serving the user. If you want to protect people, teach them how to protect themselves, don't be a helicopter parent to someone else's child. "
