Nejen aplikace z Obchodu Play: všechny aplikace. To zahrnuje aplikace sdílené mezi přáteli, distribuované přes F-Droid, vytvářené nadšenci pro osobní potřebu. Nezávislí vývojáři, církevní a komunitní skupiny i nadšenci tak budou zbaveni možnosti vyvíjet a distribuovat svůj software.
Registrace vyžaduje:
- Zaplacení poplatku Googlu
- Souhlas s Podmínkami použití Googlu
- Předložení úředního dokladu totožnosti
- Poskytnutí důkazu o vašem soukromém podpisovém klíči
- Uvedení všech současných a všech budoucích identifikátorů aplikací
Koho to poškodí
V roce 2027 nebude možné nic z toho nainstalovat bez souhlasu Googlu.
F-Droid, domov tisíců svobodných a open-source aplikací pro Android, to označil za "existenční" hrozbu. Cory Doctorow to nazývá "Darth Android".
Vlády a občanská společnost
Dělá z vývojářů identifikovatelné a ovladatelné osoby. Autoři malwaru se mohou registrovat. Nezávislí vývojáři a disidenti často nemohou.
To není sideloading (instalace aplikací mimo oficiální obchod).
Prvními oběťmi budou whistlebloweři, novináři a aktivisté v autoritářských režimech.
Možná, pokud jste vývojář v USA s platební kartou a řidičským průkazem.
Nespolupracujte.
- Přemluvte ostatní vývojáře a organizace, aby se neregistrovali.
- Přidejte do svých aplikací knihovnu FreeDroidWarn, aby varovala uživatele.
- Spravujete web? Přidejte banner s odpočítáváním.

"The last thing differentiating Android from iOS was the freedom to be different, to be a power user, to truly own the very device you hold in your hand. "Google is heading down a dangerous path by trying to block or restrict APK installations from unofficial sources. This is a direct attack on one of the core reasons people chose Android in the first place: freedom. Android was supposed to be the alternative to locked-down ecosystems, not a copy of them. Let’s be honest about what this looks like. This is the same model used by Apple Inc. with iOS, where users are forced into a single app store, developers are squeezed by high fees, and anything outside that system is treated as suspicious or outright blocked. Android was never supposed to be that. Copying the worst parts of iOS defeats the entire purpose of Android existing at all. Sideloading APKs is not some fringe feature for hackers. It is essential for developers, for users in regions with limited access to official stores, and for anyone who values control over their own device. Taking that away is not about safety, it is about control. It is about deciding what users are allowed to install and where developers are allowed to distribute their work. Yes, security matters. But using “security” as an excuse to lock down the platform is lazy and dishonest. Users can handle informed choices. Warnings, permissions, and transparency already exist. Removing freedom entirely is not protection, it is restriction. If Google continues down this road, Android will lose what made it different and valuable. At that point, it becomes just another closed system pretending to be open. And if users are going to be treated like they have no control over their own devices, then there is no real difference left. People are not asking for less security. They are demanding the right to choose. And that right should not be taken away. "
Keep, change.org
"The whole point of going for an Android over an iPhone is the freedom to customize and install what I want. It's bad enough that there are fewer and fewer makers that allow things that used to be expected (headphone jack, replaceable battery, SD storage) but at least we had the apps we wanted, how we wanted them. If this changes, there will be no point to the entire Android platform. This cannot be allowed to happen. We know this isn't about security, either, it's about surveillance and being able to sell more of our data "
Lewis, change.org
"Android has been the bastion for users who did not want to accept companies deciding what we do with our devices, it is imperative that users are granted the freedom of choice to install any software they wish, and to develop software to innovate and solve issues that Google or its partners decide is not worth their time. "I think the freedom to have a choice on this matter is important, not just because there is a case to make regarding unsupported products let alone possible monopoly concerns, but also because there is a major issue regarding the freedom of choice on this matter that I think should not be taken away as an option for consumers. "By implementing mandatory developer registration in September 2026, Google is fundamentally betraying the core promise of Android as an open ecosystem. This shift towards a restrictive, gatekeeper model breaks user trust, kills anonymous innovation, and signals that Android is no longer about user freedom, but rather total corporate control. This is the end of the open platform I chose to support. I urge Google to reverse course it is not too late. The path we are heading on is a very dark one . If you carr only about money you should consider how much money you will lose from this.. I will be leaving Googles ecosystem entirely from chrome, to gemini, to android . I Have been with Google since the beta invites of Gmail but this direction I cannot support and WILL not. Apple would be smart to take advantage of this and capture a gigantic portion of your marketshare. I know I will be using my iphone instead of my s25 ultra. "Android is built on the Linux kernel and draws much of its foundation from the GNU/Linux ecosystem. The spirit of that ecosystem is openness, transparency, and user freedom. Limiting APK installation beyond reasonable security safeguards risks shifting Android toward a controlled ecosystem rather than keeping it an open platform. Security improvements are important, but they should not come at the expense of developer independence, open-source distribution, and users’ freedom to install software responsibly. Instead of restricting APK usage, a better approach would be to improve user education, provide clearer warnings, and offer optional security layers that protect users without limiting their freedom. "As a developer who has long relied on Android’s open ecosystem, I am writing to express my strong opposition to Google’s new policy requiring all developers to register centrally with Google—even to distribute apps outside the Play Store. I understand the need for security, but Android already has robust, built-in safeguards that don't require this level of control. This new mandate forces every developer to submit to Google’s terms, pay a fee, and provide a government ID simply to offer apps through my own website or a third-party store. This fundamentally breaks what made Android "Android." My concerns are straightforward: Barriers to Entry: This creates friction for independent developers, open-source projects, and small teams who cannot absorb these compliance costs. Privacy & Surveillance: It creates a global database of every developer, tracking those who actively choose to avoid Google’s ecosystem. Arbitrary Power: It gives Google unilateral power to disable any app, from any developer, for any reason, across the entire Android ecosystem. Anti-Competitive: It allows Google to surveil competitive threats and market trends outside its own store, using that data to undermine rivals. The existing measures—sandboxing, user warnings, and Google Play Protect—have served us well for seventeen years. No evidence has been presented that these are insufficient. I urge Google to rescind this policy immediately. Turning Android into a centrally controlled platform where one corporation acts as the gatekeeper for all software is a threat to innovation, digital sovereignty, and the open principles that built this ecosystem. I ask Google to work with us, not against us, to find solutions that respect both security and freedom. "

"This policy shift is concerning for developers. Android has always stood out because of its openness — the freedom to build and distribute apps without excessive barriers. Requiring mandatory verification and charging fees adds friction that especially impacts independent and small developers. I understand the intention may be to reduce piracy, malware, or improve security. However, raising entry barriers risks weakening the very ecosystem that made Android strong in the first place. Innovation depends on accessibility and low compliance costs. Also, Google Play Store has been historically ineffective regarding security issues on their own marketplace. Restrictive distribution policies can also create unintended consequences. When official channels become too restrictive or expensive, users may turn to unofficial modifications like rooting or other system-level workarounds. That does not improve security — it may actually increase fragmentation and vulnerability. Even Microsoft never needed to impose this level of control on Windows to remain competitive. Decisions like this could accelerate the growth of alternative Linux-based operating systems and, over time, undermine Android’s dominance in the global market. "
João, change.org

"it's always for "safety" but in reality it's to control the user base. you're forcing all these developers to submit legal ID to "prove" themselves but then data breaches happen risking so many people's identity. what do you do then? hide the fact that data breach happens or at most say sorry? android being open has benefited you as a company for decades and is what's keeping you different from iOS. lock down your platform and what's to keep anyone from switching over? what reason do you have to keep your userbase when you eventually make them choose between two locked down platforms when one is at default better than the other? and the better one is definitely not android if this happens. Jonathan, change.org
"Google’s move to restrict APK file usage is a direct attack on user freedom and device choice. Installing apps outside the Play Store has always been a vital part of Android’s openness, it empowers users, developers, and innovation itself. This change tightens Google’s grip on the Android ecosystem and undermines the freedom that has defined the platform from the start. We, strongly oppose this limitation. "I use Android phones rather than iphones because it allows for more user end control, including the ability to use/install open-source apk. If the choice is made to restrict this functionality, my next phone will not be an android. "

"Android has always been the free alternative to iOS’s restrictions. Without the freedom we’ve come to understand, what’s the draw to this OS? I’ve had some interest in small app development, but if this goes through it will kill that interest dead. "

"Android made it possible for free, open source software to be widely used between everyday consumers instead of locking them into subscriptions or high one time payments, and by restricting APK sideloading, this strips people away from being able to use software that more poeple are able to use. This is downright wrong. "

"Keep Android from being like Apple controlling every aspect of what can be installed or not, that's why i don't own iPhones never will. If android is going in the same direction ill get a flip phone I don't need big brother telling me what i can do or can't on my phone, i worked hard to pay for! in the name of safety always same bullshit excuse when they want to violate people's rights... "
